Legislative Report

Cheyenne, WY. (KGWN) - A DNA testing bill passes out of a legislative committee while a measure to add money to the Game and Fish Department passes out of the Senate.
For these stories and more of Tuesday's action in the Legislature, let’s head over to NewsChannel 5’s Robert Geha at the State Capitol.

Wyoming Game and Fish wins an uphill battle in the Senate.
Senate File 45 passed a final vote 17-13.
It would give 4.7 million dollars a year to Game and Fish for higher employee health care costs.
The bill would also fund Grizzly Bear management to the tune of two million a year.
Combined, that’s about 13 ½ million dollars to Game and Fish for the two year budget cycle.
Supporters say the Legislature has not allowed Game and Fish to raise license fees since 08.
So when costs go up for salaries, healthcare and other expenses, Game and Fish, unlike other state agencies, can’t come to the Legislature for more money.
Opponents say the bill sets a dangerous precedent.
The bill heads to the House.
House Bill 3, which passed a final House vote, would allow local school districts to form schools for at risk students.
Those are students who don’t have the advantages of average students.
That bill heads to the Senate.
A Senate committee has passed Katie’s Law 5-zip.
Senate File 47 allows law enforcement to take a DNA sample of any suspect charged with a felony.
The bill was changed so DNA testing could occur only when the suspect was charged, not after arrest.
Under current law, DNA can only be taken upon conviction.
Senate File 47 goes to the floor.
Junior Leadership of Laramie is a program sponsored by Kiwanis.
A group of talented, young ladies represented the organization at the Capitol on Tuesday.
Both chambers working the 3.3 billion dollar budget.
Expect a slew of amendments on 2nd reading.
